Last House, LLC Installation of Temporary Construction Screening; Regrading of an Existing Lawn; Landscaping; Installation of an Underground Stormwater Detention System; and Construction of a Pool, Pool Deck, and Fire Pit 510 Ribault Lane, Lots 122 & 123

This serves as notification from the Shore Protection Committee and the Georgia Department of Natural Resources of a request from Last House, LLC for a Shore Protection Act (SPA) permit under Official Code of Georgia (O.C.G.A.) 12-5-230 et seq., to install temporary construction screening; regrade an existing lawn; landscape; install an underground stormwater detention system; and construct a pool, pool deck, and fire pit within the State’s Shore Protection Jurisdiction, at 510 Ribault Lane,  Lots 122 and 123, Glynn County, Georgia. 

The applicant’s property is approximately 29,387 square feet (0.67 acres), of which approximately 6,221 square feet (0.14 acres) are in SPA jurisdiction. The property currently consists of a house, and the area within SPA jurisdiction consists of lawn, landscaping, and a wooden boardwalk. A concrete seawall is located seaward of the property boundary.

 The applicant proposes to install temporary construction screening during construction and to remove the temporary construction screening upon completion of the project. The proposed project includes regrading the existing lawn and landscaping areas to facilitate control of stormwater. The area will be regraded to contours ranging from +/-13ft. to +/-9ft., sloping to the north and south to direct stormwater into two (2) proposed stormwater inlets. Stormwater would be stored in an underground stormwater detention system, which would be installed prior to relandscaping. The area for the underground stormwater detention system will be excavated to design depth. The chambers and piping would be installed and then backfilled with previously excavated material. There is no overflow proposed for this system. 

In addition, the applicant proposes to construct a portion of a pool, pool deck, patio, and fire pit in SPA jurisdiction. The permanent proposed hardscapes (pool, pool deck, patio, and fire pit) will occupy 195 sq.ft. of SPA jurisdiction. The existing wooden boardwalk will be removed from SPA jurisdiction. The remaining area within jurisdiction would consist of landscaping with native vegetation and lawn.

Total jurisdictional impacts of the proposed hardscapes would be approximately 195 square feet (3%). Approximately 6,026 square feet (97%) of the state’s jurisdictional area will be retained or restored to a natural vegetated and topographic state. 

It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. In passing upon the application for permit, the permit issuing authority shall consider the public interest which for purposes of this part shall be deemed to be the following considerations:  (1) Whether or not unreasonably harmful, increased alteration of the dynamic dune field or submerged lands, or function of the sand-sharing system will be created; (2) Whether or not the granting of a permit and the completion of the applicant's proposal will unreasonably interfere with the conservation of marine life, wildlife, or other resources; and (3) Whether or not the granting of a permit and the completion of the applicant's proposal will unreasonably interfere with reasonable access by and recreational use and enjoyment of public properties impacted by the project.
